The cop over stepped his bounds but the kid had the cameras there to try to start trouble and get it on tape.

Nope, you are right... The cop was completely out of hand.
The camera just leads one to believe that the kid was trying to hassle the cop in hopes of finding one who would behave this way.
Again, the cop was wrong but it doesn't seem like the kid was 100% on the level either.

Again, the cop was wrong but it doesn't seem like the kid was 100% on the level either.
But then again, the video starts before he was even pulled over. It just seems like a slim chance that the kid was actually able to hassle the cop, especially since you can watch the entire video from the beginning.
