upon ripping the car apart, it did not spark before hand. One of the tensioner 8mm bolts apparently fell off, and wedged in enougn to slip the tensioner belt off.. any one ever have this happen to you?

On the accord tensioner there is an empty hole that looks like a bolt belongs in there. It is used during engine assembly to hold the tensioner in place before it is tightened. Then removed. Did you find a bolt roaming around free in the timing cover?

I didnt but I have a spare f22a4 that has that 8mm in there, He was driving this car and it started dying out and he kept downshifting but no luck.. Then when I take it apart that balancer belt was off the gears and that bolt was gone. I was referring to the manual to tighten the tensioner back up when I realized that bolt was gone...

Are you talking about the bolt in the timing belt or balance belt tensioner?
Tensioner=red dot
timing belt=blue dot

the blue dot,, if its only used to tension then removed. I dont see why it was on the other motor setup...

Because a technician put a timing belt on the car at one time and left the bolt in.

would this cause the lack of spark too??

Coul dbe several reasons, usually techs that dont know what they are doing will overtighten them. They stretch and break, or it may have had an oil leak causing it to start cutting into the timing cover. This can cause it to fall off.
In any case, to answer your question, no a missing/broken balance belt cannot cause a no spark condition. Only a broken timing belt.

I test them but they have to be in the car to test.

sucking AND blowing out of the throttle body? Sorry dude... you have some bent intake valves. Shouldn't be blowing out of there. Your T-belt probably slipped off and your pistons kissed the valves.
