bought a new thermostat and it did warm up. and where is the FIV and what is the VTAK?

FIV is a thing that sticks out on the bottom of your TB.

Very few people get lucky enough to get a civic with VTAK, they were a VERY limited production car, only a handful of them on the roads these days. More then likely, you do not have one.

My turbo is my VTAK... it has way more VTAK than you can get from VTEC. :D

You need to isolate the problem itself a little bit more..
Do you in fact know it isnt getting warm?Is it the gauge that's not working or is the engine actually not getting hot?
check that and you'll have a good starting point to diagnose from..

the gauge works and the engine gets hot but the inside just not getting warm.

engine gets hot,but the inside of what is not getting warm?
The heater is not working?
Is the engine temp up to normal?About 200 degrees?

Make sure that when you switch from cool to heat on the climate control that the cable at the heater valve is moving.

I just assumed you meant the engine wasnt warming up...
