One of the reasons the number of permits is going down is because of out of state permits. Also dying interest and exposure.

CCW permits are never really going to make a difference in crime one way or another. CCW permit carriers are such a small fraction of citizens and the overwhelming majority of them are law abiding people.

I would think that you would find most people who carry are interested in avoiding crime, not preventing or being involved in it.
