Not sure about that gun, but tracer rounds are usually only placed about every 3rd round, so it's actually firing around 3 times the amount that you see.

i think its called a Minigun because its a scaled down version of the Vulcan (M61 i think), it was scaled down from 20mm to 7.62 NATO. thus a "Mini" version of the Vulcan.

The tracer bullets have a tiny chamber in the rear that contains a substance that is ignited by the gunpowder when you fire the round. It reminds me of a model rocket engine, but rather than being a propellant, this just emits light and smoke. It is also capable of lighting the target on fire, but that's not really the reason to use tracers... there is other ammo better suited for that purpose.
