What are the stipulations as far as renting cars? Do you have to be 25? Do you have to have a credit card? You can't use cash? Is there some obscene deposit?

CC is a must. DL. Some places require you to be 25. Some places charge extra if you are <25.

A debit card would suffice, right? I mean, it has a Master Card logo on it. I guess i'll have to call a rental place near the airport where I am going to see if you have to be 25.

yeah any mastercard/visa debit/check card is just like a CC.

dollar, alamo and enterprise rent a car below 25 w/ a 'underage' penalty per day fee. Also you gotta worry about insurance or just bite the bullet with their pricey full coverage option.
Not all rental car companies rent out to ppl less than 25, i believe Hertz, budget, are some of them (because I've never rented with them).
They need the CC/debit/check because they precharge you.
You dont need to call the local airpot rental place, just call their 800 numbers to check but the first three i know for sure cause i rent thru them all the time and been doing so since i was 21. My underage fee on my current dollar rental car is $25 bucks a day. Doesn't get really any cheaper than that.

^^I wasn't given an underage penalty for being under 25 from Enterprise. I guess it all depends on where you go!
They even hooked me up with a full size for the same price as the mid.
They do however require a debit/credit card.

I have been charged an underage fee from Enterprise in other cities tho. Yeah in that case call the local airport rental car place and find out lol.

Oh yeah. At Enterprise.... it's a gentleman's agreement that they give you a full tank of gas before you leave, so you do the same favor and return the vehicle with a full tank of gas!
Enterprise will rent to you if you are under 25 if you need it for a replacement because your car is wrecked and insurance is fixing it.
You need a credit card for the deposit, same as with a hotel room, or almost anything that's rented.
I think Enterprises insurance is $27, or some amount a day. If you get their insurance and you wreck the car, you just bring it back to them and they fix it. If you don't get that insurance, your personal auto insurance will cover you, but only under the correct circumstances.
If you only have liability, your insurance will only cover property damage and bodily injury to someone else, you'll still have to pay damages to the car out of pocket. If you have collision and comprehensive your insurance will cover collision and comp losses to the rental.
MOST IMPORTANTLY:
If you do NOT buy rental insurance, and use YOUR insurance, a wreck will ONLY be covered if the rental is acting as a REPLACEMENT to your car. I.E. your car is undrivable. If your car is still driveable and you just don't want to drive it, then it's like driving an unlisted vehicle.
I'm not sure about if you fly somewhere and then rent a car. I think in that case it might still be considered a replacement vehicle even though your car at home is just fine.
