need help with d16 in a crx?????

Ok my friend has a 91 crx si with a del sol vtec engine. new dizzy and plugs. It wont turn over, also no spark. It also has a pr3 obd0 ecu and i know that the d16 is obd1. Will the pr3 work if wired properly? Im not good with the wiring. It was wired before he bought the car. Should he get a p28 ecu and see if thats the prob or what? Just not sure where to go from this point, any help would be good.

i would run the P28 since its the right ECU for that car but then he would have to get the OBD0-OBD1 jumper harness. an easier way is to just get a 88-91 Civic/CRX Disty, use the PR3 ecu, and wire in VTEC.
