My Cell Phone is Bluetooth Capable and so is my Laptop, Now What?

Alright, so bluetooth is bluetooth capable, now how do I get one to recognize the other? I'm a complete newb to this.

The cell phone side is pretty simple, I just dont know how to do anything from the laptop.

the two devices have to be atleast 15 feet away from each other otherwise they will descynchronize too much to keep a stable session

My first worry is to get them synchronized, then I'll worry about the desynchronizing :D
