OK so heres an idea: is it easier to keep the new engine (H22a) out and work on the internal mods first and then install it?
and what order should i be improving what?

I would say yes. It would be easier to do internals with the motor out. As far as what to do that depends on how much hp you plan to have. I would start with pistons. From there the next weak link would be rods or at least rod bolts, next up would be the sleaves. For valvetrain I would go with stronger valve springs and retainers. If this is going to be a turbo motor then go with stainless steel valves. Again I can help out more though if I know your plans for the motor :)

depending on the year, again, you will need to do sleeves first.
the h22's using frm sleeves WILL NOT work with forged pistons, the rings will not seal.

I think I remember you mentioning it here before now that I htink about it. Man it would be expensive to get more than 6 or so psi of boost on one of those motors then.
