Well, I went to PFI today and dynoed the car... I'm dissapointed they are so low but he played with the timing a bit and got 139 out of it. My piston rings are going out as the car would start blowing out blue smoke at 6k. Should I be saving up for a new motor? What else can I do about this.

Torque looks right around stock, maybe even a few ft-lbs higher, but HP is a tad low. It's probably that Ractive "heat shield" (http://cgi.ebay.com/ebaymotors/Ractive-Carbon-Fiber-Heat-Shield-Air-Filter-NEW_W0QQitemZ8000621841QQcategoryZ33659QQssPageNam eZWDVWQQrdZ1QQcmdZViewItem) you got that suffocates the filter.

By the way...

My LS dyno'ed at 126.4 whp and 116.7 ft-lbs a couple of years ago when it only had I/H/E and no tuning.

If you are going to stay NA, the best bang-for-the-buck mod is a header. A DC 4-2-1 header made a noticable difference on my LS at 4000+ RPM. Obviously, it's a small displacement engine that is already pretty efficient, so you aren't going to see much improvement unless you do something big, but I was pleased with that header. Complete the exhaust system by adding a high-flow cat, 2.5" press-bent piping (it's cheap and the small benefit of 2.25" mandrel isn't worth the money), and a low-restriction non-ricer muffler. For the intake, a simple 3" short-ram tube with an unobstructed K&N filter works well; there is also a contraption you can build to feed it cool outside air (I still have the one I made if you want it). Then get an AFC and get it tuned. I've seen this make a decent improvement on some Hondas.

Not to argu, but, adding a 2.5" exhaust may help your horsepower numbers but your torque will drop as a result. B-series motors already have low torque numbers so why hurt that for a few extra ponnies? NA motors also need some amount of back pressure.

That's sound right for a car with that amount of milage on. I don't really know my stock 96GSR hp number but I thrown on a Turbo +6psi, with Tobi help tunning it I get 210 whp @6psi 179wtq. Oh yeah my car have 167,000 miles on it, need rebuilt very soon.

Back pressure is always bad. The reason that smaller exhausts give you more power at lower RPMs is because they create better flow velocity at those RPMs, but of course that comes at the cost of top-end power. You'll make some new power/torque by eliminating the restrictive stock exhaust (small piping with bottle-necks in the flanges), but other than that, you are mostly just moving power from one place to another. The GS-R is a high revving NA motor with it's powerband up high, so I say get a bigger exhaust to better work with that. It doesn't make much sense to work against that, because you'd have half of your setup going for high RPM power and the other half going for mid-range. You won't just magically get the best of both worlds; you have to choose stuff that works together.

I don't know if I'd worry about the rings if the smoke is rather minor. Don't VTEC Honda's burn oil while in VTEC anyways? Every VTEC Honda at Bandi in June was blowing out blue smoke.

I hear that a lot, but mine never have. If the car is burning oil in VTEC, then I'd look at the valve stem seals. I've seen quite a few of those go bad on Hondas.

You're probably making this to be more serious than it really is. For one, your car is pretty much a stock B18C since all you have is a filter on a stick and a shitty exhaust which may be hurting your exhaust flow.

All 2 of my vtec cars burned oil. My GSR from day 1 was already burning oil but not enough to cause any worry. My hatch burned about a quart every change but ran pretty damn strong. With some bolt-ons(header, straight pipe, 2.25" exhaust, filter on a stick and a single CTR cam, it put out 150/108.
