I've got 5, 13" steelies with tires sitting in my basement that I need gone. They're 4x100.

Marginally acceptable. I wouldn't do any kind of racing on them, that's for sure, but if you just need to get around on them, they'll be okay for awhile. I imagine that new tires for 13" wheels aren't all that expensive.
