my first thought is blow by for those who know that statement and what it means
someone thought that the pcv is bad and letting to much pressure threw any ideas

PVC or Piston rings
Blow by is caused by leaky piston rings. Not much you can do about it other then running a catchcan or rebuilding the motor.

A PVC valve is generally used to equalize pressure in the crank case, not to limit how much flows through it. A symptom of a bad PVC valve could be a leaking oil cap, valve cover gasket, main seals, etc, not oil getting through it.
If it's letting a lot of oil through, it's doing its job perfectly well, and the problem is more likely to be in the piston rings. A catchcan is the cheapest "fix," and will keep the majority of that gunk from getting back into the cylinders.
