how much if any tuning is need (fuel curve,timing,etc) is needed for individual throttle bodies on GSR Block mated to a B16 head?

If it has a stock ECU it will need tuning. Every car can use some IMHO. I havent had a car yet that did not need at least some tuning on the dyno.

is there a company that makes a pre-programed ecu to any specs? like hondata? there is no dyno were i live

Not really, there are chipped ECUs you can get but they will not be "tuned" for your specific application.
