problems with b16a1

I put a b16a1 in my 91 civic si. The engine has the pr3 ecu. When I turn the car on when it is cold the idling go's up and down about 250 to 500 rpm and my car is always burning real rich. It wouldnt pass emissions cause of that. If anyone know what I can check to see what could be wrong please post. Thanks.

Start by checking for any vacuum leaks. Does it oscillating idle stop after it's warmed up?

also check to see that the coolant level is good. Bubbles in the cooling system can cause that.
