Washed the civic today, and I noticed the soap wasn't doing shit. I began using simple green degreaser, which i originally bought to clean the vinyl interior. The shit works so well. It removed what looked like a outer dust layer, revealing an almost factory perfect white skin.
Then I went over with turtle wax and it looks delicious!

I'd be more carefull about what you use on your paint. Simple grean is awesome stuff, but it is very very strong. General rule with paint is use the product that is just barely strong enough to do what you need.
If you really have a lot of stuff on your paint that wont come off with simple soap, try Dawn dishwashing soap. It will remove just about anything (including wax).
There is also lots of stuff that will stick to the paint (like industrial fall out) that soap and water won't remove. The best way to get rid of that is to try clay followed with a light polish.
I think most people here know my opinion on turtle wax.... it's basically crap. It might make your car look nice to you, but there are dozens of products out there that will make it look much better. Best of all those products will be easier to use and last longer.
