The turbo kit I'm ordering comes with the Garrett T3 turbo. The vendor tells me the turbo I get doesn't have a water cartridge with it. Can I purchase the water cartridge and have it installed on the turbo when the kit is intalled, or does it have to come with the cartridge from the factory?

Obviously...I don't know much about the subject. So any info about Turbos you might want to throw in to help me build the knowledge would be appreciated.

Weston has a T3 turbo. Hit him up for info.

The cartridge is the center section, more or less the turbo minus the housings. Buying a non watercooled turbo and swapping in a watercooled cartridge is a big ass waste of money.

You can do it, but it'd be more financially efficient for you to just sell the old one and spend a little more on one with a water cartridge. OR, just use this one until it needs a rebuild, and have the place that rebuilds it swap in a water-cooled center housing at the same time. I would suggest you check out TEC in Golden, as they are competitive with any "reliable" on-line source, NOT ebay or private sellers. :)
