So I have noticed lately that when my brakes are wet the squeak, and the pedal doesn't have as much feel, they bite really hard and really fast.

Is this normal?

You must have the same shitty pads I do! :p I have EXACTLY the same issues in this weather..and its normal.

Even the lightest touch on the brakes seems to slam me into a brick wall

If you have a leaky caliper and there is brake fluid on the pads, it will make the brakes bite hard and is made much more noticable in the rain or on dirt roads. This might not be your problem, but it is worth taking your wheel off and checking out.
