Are HKS downpipes emissions legal? Im new to turbo's so im not sure.

I assume this is for the WRX. Short and sweet. They are not emissions legal due to them removing two cats which is against federal law.
Depending on how in-depth your your area goes into their inspections you could possibly pass a sniffer test if you have a clean running car. You would most certainly fail a visual. Along with that, you must run a "MIL eliminator" as you would thow a P0420 (If I remember correctly) for cat inefficency. Do they scan OBD diagnostics in CO for your emissions testing?

No this is for a 89 Supra Turbo.... So if I got a downpipe and a test pipe would those be easy to take off if I have to get e tested? and is there anyway that I would actually get a ticket for not having a cat on.

I was way off on the vehicle, forgive me. You can also disregard the OBD diagnostic code I referenced as well. Also note I have no direct experience with your Mk III Supra either.
If the HKS downpipe for your car terminates in the same location as the stock downpipe its likely you could possibly get away with using the stock cat for emissions purposes while swaping in a test pipe for "racing". That all depends on how the HKS piece is flanged. If its flanged properly and the same legnth as stock it would be real easy to swap between the two.
As far as getting a ticket.. That largely depends on the officer. I hate to admit it, but I have run my last 3 vehicles catless all the time. (Talon AWD, WRX, and EVO) and have never had problems. I have no room to talk, but we all should do our part on keeping it clean.
If you use a downpipe which eliminates the cat converter(s), then no.
In my mkiv supra the cat converters were integral parts of the downpipe. Is it the same with the mk3?

From what I've read the Supra has a pre cat integrated with the d/p, and a main cat that the downpipe meets up to. So you'd only elimniate the precat.
