Avatars and custom titles fixed

Avatars and custom titles now work. It was a simple problem, they just moved the settings for them to another location. You should also have the ability to upload small signature images as well.

my avatar looks like crap. what can i do. it is a digital picture. i reduced the size to make it smaller file. then i reduced the pixels to fit. It looks blocky?
