JDM 3s-gte emissions legal

I'm wanting to swap a JDM 3s-gte into my 90 celica. I'm wondering what needs to be done to make it pass emissions since it has no egr equiptment if anything

A 3-way cat should let you pass emissions. The egr doesn't effect emissions too much.
